Phil is a USATF Certified Official and Communications Chair of the USATF Oregon Association. Phil also serves as the Communications Chair for the USATF National Officials Committee. He is the co-head official for horizontal jumps at Hayward Field and the head official of horizontal jumps at Oregon State University.
